Since we also use the strings from Theme Hospital english.lua only contains new or modified strings. New languages like Norwegian on the other hand are complete. If you want to get a complete file you can use the shortcut Ctrl + Shift + D while using English. You will then get a few new files in the same directory as the config file where all strings are included. For more info: http://code.google.com/p/corsix-th/wiki/Localization#Implementing_a_n...
