Dear Kim,

I clicked on your web site and started reading your response to the
complaint filed against you. It is very hard to follow. I want you to
know that the Return Date Listed as Aug. 19, 2008 just means that a
state marshall must serve the complaint to you and then mail or
deliver the original complaint back to the court by that date. The
Major and Minor Codes on the complaint is just the category of suit
that was filed against you.

I see that you are very emotional and you have been following the
dirty laundry list of wrong doing in the State of CT DCF system for a
very long time. However, it will be very difficult for a court to
follow your responses if you are actually filing your legal
documentation in this manner.

I worked as a legal secretary for 15 years and I cannot give you legal
advice. I would just like to help you understand that you need to make
your statements simple, direct and point to facts such as what
happened on what day and time and who was involved, the address,
location etc.

I understand that you are a chemist or forensic scientist of some kind
and you review evidence and you found that a child was sexually
assaulted, or raped or molested and it showed in your scientific
review. Well then, you not only had a right to report this, you had a
duty to report it. Aren't you considered a mandatory reporter of child
abuse?

Please be confident that you have a right and duty to report the truth
as you see it. I have had legal problems myself and I worked with
corrupt lawyers, and they too made me feel very afraid to report
negatively about them. And I did report on what I found was wrong, and
it involved a personal injury matter and the mis-handling of that in
court.

I have finally received a decision from a lower level court that I had
the right to represent myself pro se (because that was challenged in
court) and I did the right thing by bringing a particular motion and
the complaint itself.

The Chief State's attorneys office has a web site which possibly you
can use as a paralell to your case, or search for case law that shows
you are compelled to report your findings of abuse for example. I
found that the Chief State's attorney's office, for example, said that
in the situation of workers' comp claims that an individual who
knowingly defrauds an insurer will be prosecuted, and that an employer
who defrauds a worker or tries to lessen their benefits can also be
prosecuted as a felon. And further that an employer who threatens
action against the employee for filing a claim, can be investigated as
well.

The Court system is a big mess and everyone should try to avoid it at
all costs. Unfortunately, DCF is an organization that would probably
be subject to a lot of court cases by the very nature of its work,
caring for children involved in domestic problems, disputes and so
on.
