Dear co-operative energy Google group;
I sincerely pray this finds you all well. It's been a while since I have called on this group of engineers and scientists working to build systems that serve all life and I have been on a long journey trying to test the best exotic energy claims that I can find.
This is the last time I will call on you all with any request to review an energy technology or to help me on this path to find a totally clean energy technology and put it's power behind those solutions we determine to be most expedient to the service of all life, the constituted purpose of our Foundation For Common Good 501(c)(3):
'The revolutionary GUTCP provides a non-polluting energy source whose only byproduct is a harmless lower energy state of hydrogen called a Hydrino, already ubiquitous throughout the universe as dark matter. The compact power is manifest as tens of thousands of Sun equivalents that can be directly converted to electrical output using commercial photovoltaic cells. The power has a very low operating cost and the only ongoing input is minimal amounts of water available at levels that one can find in the air. There is also an extreme power density: @2-10MW per square meter that can be sited in motive or stationary locations.'
I am forming an independent group to put forwards a pre-proposal to the IVS to test Dr. Mills' Grand Unifying Theory of Classical Physics (theory overview - book) through tests on the SunCell. The Pre-proposal needs to be in by the 25th of this month. I am working on the pre-proposal with Dr. Mills, folk at Brilliant Light Power and a professor of Dr. Mills' who helped develop the GUTCP.
If the first tests prove positive results it is the intention of the IVS to organise that the IVS has hundreds of labs repeat the tests and then we publish the results of hundreds of labs and hereby we change things.
I very much need some Ph.Ds who can help design and conduct two sets of experiments. Please do let me know if you would be interested in providing the following services and what it would cost for you to do so:
1. To predicted molecular hydrino H2(1/4) can be identified as a product by Raman spectroscopy, photoluminescence emission spectroscopy, and X-ray photoelectron spectroscopy (XPS).
2. Then for another set of tests on the hypothesised power emission from the generation of the predicted hydrinos we can determine the amount of power available from the individual fuel pellets (silver rapidly cooled in water) and perform pellet to blast comparisons, or measure the power from the light output, or the power from the thermal output. The claimed power input is around 3kW and the output is 500kW so these tests would be very easy to conduct. We are allowed to bring our own power source or any other components we would like ensure we know what is going on.

If you think that you have the expertise to conduct these tests or know someone who might, then please submit their CV this way and I will work with Dr. Mills and Professor Pollack to choose the team to design the tests.
Once the pre-proposal goes to Professor Pollack's IVS board with the identified team, the IVS board will decide if the pre-proposal merits further exploration and a full proposal will need to be created whereupon the tests and budgets would need to be designed in full. If that full proposal is successful then funding for the tests will be granted and everyone will get paid to carry them out (plus expenses with maybe enough left over to start a UK lab).
I think our Foundation For Common Good 501(c)(3) will be the organisation that is financed to carry out the tests and the experts on the team will be contracted to provide services for FFCG but we can work that out ourselves as a team if I can find some people who want to work on this.
We have to have the pre-proposal in by the 25th and I am working on putting together a team with Professor Pollack and Dr. Mills next week and the week after, so please do let me know if you would like to be involved by sending a CV and I will send you the draft pre-proposal.
