The attached resources file generate this error message:

opt/local/ctier/ctl/projects/RE/modules/ProjectBuilder/commands/load-resour ces.xml:20: The following error occurred while executing this line:
/opt/local/ctier/ctl/projects/RE/modules/ProjectBuilder/lib/load-resources/ projectxml/antlib.xml:1128: Error performing server request: Error performing request: reTest (PPMApp) <http://www.opendepo.org/ct/RE/Objects#obj_4> cannot add resource PPMAppZip (PPMZip) <http://www.opendepo.org/ct/RE/Objects#obj_2d> because: The resource type (PPMZip) is not among the allowed-types of the referrer type (PPMApp).

Any idea what cause this?  I am trying to follow the workbench-less email Anthony sent to generate this resources model, and this is my environment xml.
