debuging modules on the client

Using version 3.4.7....

It appears my package module is getting reinstalled each time I do a
Packages-Install after adding some debug echo statements in it.
Assumption is no change on the server with the module and temporary
change on client (to see what is going on)

It appears that files get overwritten no matter what.

for example, I edit my package extract command and put a fail
statement in there with debug info,

run Packages-Install, and it all gets overwritten with the
authoritative module on the server when no module update had
occurred.....

Anyone else see this happen?

I'm also wondering about this version with respect to how long a
Packages-Install operation takes....

I am not in an ideal environment and cannot say for surely that this
unexpected behavior (module appearing to get updated unconditionally)
is adding significant overhead to this command

We can treat this over-aggressive behavior like a bug. Also, I would
like to see it not try to get the module if it already exists but then
again, that could lead to another kind of annoyance.

Yes ... and that annoyance (i.e. not automatically propagating module
changes from Workbench) would be worse!

I knew that would get your attention! :)

This would be much easier implement the logic if there was a handy Ant
task or condition that let you do a lastModified comparison. Right
now it does a <get usetimestamp="true" .../>

I cannot be certain at this moment since I am running this against a
server install on my laptop and cannot account for network issues.

The Packages-Install workflow is a simple package object that
downloads very quickly from maven so it not that....

It seems that the module sync activity is adding significant overhead
