There should be a timestamp at the end for cache invalidation (I assume that's what was puzzling you). Not sure why that's not working for you -- but it looks like a bug. If you want to turn off that feature for now add this to your config:

asset_cache_buster { nil }

{ nil } and causing a css compilation still results in the output with
