Specifically, I want to display an image on my screen with an
image viewer (I use feh, xv, and imagemagic, etc., but I am
open to using some other viewer, if necessary.) Then I want
determine the coordinates of various points in the image that
I point to with the mouse. Is there a way?

Yes. xv - press the middle button to see coordinates and pixel values
of the pixel under the pointer. If you want the root-relative
coordinates, just get the window origin with xwininfo.
Or is that not what you meant?
Yes, this is exactly what I meant. I am surprised that
after years of using xv, I was not aware of this middle
button functionality. Thank you very much for pointing
it out.
