Where do I download the most up-to-date complete implementation of
Motif with complete source code example programs? I found a file
openmotif2.1.30pl5.tar.gz but it is 9 years old!

That depends on whom you ask. You see, it appears that there are at
least three different versions of Motif development out their. There is
the official OSF/Motif set which is 2.1.30 with the five additional
patches available from the OpenGroup. Then there is IST's maintenance
release(s) on that. IST claims that 2.1 is the current official stable
version, and so maintains that level of compatibility. You can read all
about their side of the story at

<http://www.ist.co.uk>

However, there is another side of the story, which is ICS. They seem to
have a different feel on things, and began developing (apparently
without any of IST involvement) OpenMotif versions 2.2 and 2.3. 2.2 was
apparently quite unstable, and while people started to go with it, I
think that eventually they backed off from it and developed 2.3.

You should also keep in mind that Motif is a very mature toolkit, and
often stability is a very valued thing. Whether you consider 2.1
acceptable or desirable is another thing.

Now, most Linux distributions are using OpenMotif 2.3, but if you
believe IST, that's still an experimental version of Motif with a bunch
of gratuitous and unnecessary additions. If you believe ICS, then 2.3
is an official, stable, and in fact, the only latest release of
OpenMotif worth considering. At your level, it probably isn't going to
matter, but there are "features" in 2.3 that are not handled the same
way as equivalent "features" in 2.1. Since you are on Linux, you'll
probably find most systems using 2.3.

Myself? I use OpenGroup's package on OpenBSD.
