Right-o [you can find this in the olwm man page]:

OpenWindows.SetInput: followmouse

But even easier, bring up the Properties window from the root menu,
and check out the Miscellaneous category.

OpenWindows.SetInput: followmouse
in my .Xdefaults.

Yep. This line in your .Xdefaults file should do the trick:

OpenWindows.SetInput: followmouse

All the X resources for OW are documented in the man page.
