It isn't. But you can erase the History data automatically on each
Windows start in the Control Panel > TweakUI > Paranoia.

Tweak UI is not part of Windows 98 SE. You can download a copy at
http://msie.conactive.com/files/powertoys/tweakui.zip

if it is missing on your Windows-CD.
