Win7: HOW2 create a new user account?

I need to lend my Win7 netbook to someone, who should not be able to mess with my files.

When I try, from MY account eg.:--
start / account / user accounts / manage another account / create a new account
<this name will appear .., standard user> createAccount,
there's no prompt for chosing a password for the new name.

Besides only root/admin permission can create new accounts?

The paper 'manual' STARTS with "After you set up and register your computer,.."

But nothing about HOW2 <set up and register>.

I can't/don't-want to remember how I initially <set up> this thing.

I can't remember the dialog layout (I'm on a domain which removes most
of those settings) but once you've gone into the user, you should get
the same options as for your user.
Either that or they set it on first login?

Correct, it should ask for elevation or the admin details if you don't
have admin access.

If you're using the machine it's already been "set up and register"'d

Reinstall/use the recovery disks :p

YES, I'm showing how stoopid the 'paper manual' is by STARTING after
the already been "set up and register" state.

How glad I am, that I dropped Micro$hit, when my ISP told me that I'd
have to upgrade from W3 to W95.
