2007 DST changes and Ultrix MIPS

Is it really as easy as just writing and compiling a new timezone file
with the new rule post-2007?

Any need for a reboot or restart of applications? Some applications do
show local time.

US Congress passed a law last fall that changed the dates of
Daylight Savings Time changes. Both of my calendars have the
old dates so I can't tell you the new ones. I know the fall
change happens in November. I can't remember the spring month.
