Switching from Basic to Enhanced Security on OSF1 V5.1

I am going to be switching from basic security to enhanced security on a V 5.1 OSF1 (Tru64). I am not using NIS. I had a few
questions:

1. Is there a need to migrate users to the prpasswd system? (convuser?)
1a. If the users need to be migrated, would that happen before or after the reboot.
2. If backing out to basic security, do the users need to be migrated back?
3. Do all passwords need to be changed?
4. Will there be a restriction as to who can su to root?
5. Does this change how ssh works ? (I think not. I already have ssh on an enhanced system.)
6. Do I need to enable pseudo terminals? (pty)
