mark dots on image and image map hot spots

I wish to extract locations with lat long that match criteria using sqlplus
in unix from a database, then mark the locations with a coloured dot on a
png or gif map (I have already made the base map, but want to add the dots)
and then create hot spots at the dot locations on the image map. I will
spool the output of the sqlplus script to a html file listing the image and
hotspots. Can all this be done automatically from a aqlplus/unix script or
perl.
If so can you point me in the general direction thanks.
