I'm thinking of a program where the user could position the cursor
interactively on the screen, and then specify the desired object
to be drawn, such as a box, circle,...

It runs under X and is called xfig.
It's companion is the fig2dev package that turns fig files to
varios things including Postscript and pic.

Yes, there was a program posted to one of the sources groups
several years ago called "lemming".
Alternatively, you might want to purchase "cip" which is
designed to run on a 5620 TTY or equivalent.
