Help: Loud fans

Is there an AIX command or another way to manually turn down, turn off,
and turn on CPU and power supply fans in a 7029-6c3 pseries 615
system? Unfortunately, The system will not boot into AIX without fans
( which sound like jet engines). With fans removed, the system only
boots into sms. FYI, the 7029-6c3 system seems fine with the fans
removed, due to the massive cpu heat sync and nothing seems hot to the
touch. In other words, these fans are really LOUD and I wish to
reduce/eliminate the noise.

On the 7043, you could replace any of the fans with a "fan jumper",
which was just a wire between pins 1 and 3. Perhaps the 7029 works the
same way (I don't have a 7029 available to check).

Unfortunately, all three fans fit/plug into into a strange hardware
device that plugs directly into the motherboard so the wire jumper idea
will not work. I can't believe there isn't an easy C/C++ api or AIX
command line program to "turn off" and "turn on" fans.

How does the AIX kernel turn fans off and on?

Probably never.
There's a good reason these boxes have fans and usually
they are supervised by the system. If it's sensed
that a fan is not working the system won't start.
Fan noise isn't a big problem for dedicated workstations
such as the 43Ps, 44Ps, IntelliStations etc.
Your problem is that the p615 isn't really a workstation
(although IBM tried to offer it as such), but an entry
level server. I had the same problem a couple of years
ago, when I placed such a box in an office.
My co-workers revolted so I had to relegate it to the
server room.
Anyway it does not make such a great workstation because
it only supports the lowly GXT135 graphics adapter, iirc.
