Dominique Unruh is the official maintainer of the unicode LaTeX package (the
one you import with \usepackage{ucs}) currently. However, he is marked as
inactive on CTAN. On <http://www.unruh.de/DniQ/latex/unicode/>, he states:

I contacted him on November 13, 2009 via the e-mail address that is
mentioned in the LICENCE file of the unicode package. This was answered with
an automatically generated e-mail that told me his new address. So I resent
my e-mail to this new address immediately, asking him to hand over
maintainership to me. I got no reply from him until now.
As I understand the LPPL, I now have to announce my intent to take over
maintainership in this newsgroup, wait for three months and then become
maintainer in case nobody disagrees. Is this correct?
If yes, then I hereby announce that I want to become the new maintainer of
the LaTeX unicode package.

Yes, that is correct.

Great! Unfortunately due to the 3 month limit you won't be able to
distribute updates to the package until almost March next year. If you
have changes in mind in the meantime, I recommend uploading new
versions to CTAN's experimental area (with a different package name
like "unicode-dev") until such time as you wish (or are able) to
replace the canonical version of the package on CTAN with your own.

Weeelllll..... I don't think it is correct. The waiting period is
there for when
an author/maintainer disappears without turning over the software, but
in
this case I would read the statement "New maintainer welcome" as
turning over stewardship, thus removing the need for a waiting period.
It would probably be best to wait at least *some* time though.

Whenever there is a new active maintainer,
PLEASE remove the line
\def\show#1?{\toks255{#1}\typeout{\the\toks255}}
from ucsencs.def. It's some leftover garbage from debugging.
Unhappily \show is usually a TeX primitive very useful for debugging
and its redefinition is quite a annoyance.
I had reported this to Dominik Unruh, he agrees, but didn't
want to release a new fixed version any more.

I have already mailed Dominique about 2 weeks ago, but he didn’t answer so
far. Maybe he is busy or my mail didn’t pass some spam filter.

it would be useful for us, to have mail from you to ct...@dante.de,
repeating the above. the advantage is that, when we receive an update
for you, we've got something to reference (in our mail archive).
if anyone has contact with dominique unruh, it would be very good to
acquire from him the ucs.dtx that the ucs.sty (and presumably the
ucs.pdf) on the archive derive. [as a general rule, ctan would rather
not hold derived files -- documentation .pdf files apart.]
