The two ways I can think of only work if your printer can handle
PostScript. PSTricks can rotate text and place it at arbitrary
locations. The pstops program in the psutils package can also scale and
rotate text, but that is an add-on. They're located at:

ftp://ftp.tex.ac.uk/ctan/tex-archive/support/psutils/
or, from one of the CTAN mirrors.

I am so happy to be able to answer this one. I too was severely
frustrated by this and even resorted to using Win-Word for printing
envelopes for my LaTeX'ed letters!
Pick up `envlab.sty' from CTAN.
/tex-archive/macros/latex/contrib/supported/envlab
It supports a variety of envelope and label sizes, rotated or not, and
for different envelope feeder positions (left/centre/right).

Try the package EnvLab (Envelopes & Labels). A couple days ago I
released version 1.2. It is available on CTAN
(macros/latex/contrib/supported/envlab) or from my home page. If you
use CTAN mirror at ftp://ftp.cdrom.com/pub/tex/ctan, check whether
they already have v1.2.

AFAIK there is the envlab.sty package for envelopes and labels.
