Which one should we use: PDF Forms or Microsoft InfoPath?

I have seen the capabilities of PDF Forms. The application we are
investigating involves converting paper forms (upon whose layout we
have absolutely no control) to interactive forms. All the videos about
InfoPath show how to convert "digital" documents (i.e. Word, Excel,
XML) into fillable forms. We need to convert "analog" (i.e., a bunch
of black and white dots, like those contained in a TIFF file)
documents to a interactive fillable forms.

Some consultant suggested us to use InfoPath, but hey did not give
details.

Can I place an arbitrary (TIFF) image underneath and superimpose
interactive fields using InfoPath?

Acrobat has a "Detect Interactive Fields" feature which includes
deskewing the original TIFF image. Can InfoPath do that?

So long as the client is aware that if the usability of the [paper] form
was zero before the operation, it'll be zero after as well. Making the
form digital does not automagically remove the bugs from it :-)
