pscp as PostgreSQL archive command causes problems under Windows 2003

I tried using PUTTY pscp in the archive command for PostgreSQL.

After a few good file transfers I got the error message "scp: Cannot
access file".

PostgreSQL keeps trying and sometimes it would succeed but eventually
it failed and never succeeded again.

So I switched to scp from CopSSH (which I think is cygwin scp) and
that worked perfectly.

The only difference was changing pscp to scp.

Any ideas why pscp behaved like this ?
