I've written a small d7214 installation guidance (very technical).
It's also useful for d7205a installation.

The driver.cmd is a direct replacement for icc.exe, ilink.exe (e.g.
all copies of driver.exe).
The d7214c.cmd is a minor corrected version from one of my previous
post.
