How to precisely locate NEWDOS/80 PDRIVE tables

Dear all,

As some of you may already know, I'm working on a utility to import/
export files from virtual TRS-80 disks (i.e. DSK/DMK files).

Today Ira came up with a set of NEWDOS/80 disks that can be booted in
an emulator but have a sector layout which is kind of strange: they
have a first track containing only 4 sectors and, besides the fact I
can find the bootstrap code in the first two sectors of this very
first track, I can't find the PDRIVE table in the 3rd sector, as the
DOS manual says I should. When I look at track #1 (the next after this
short track), I see the boot sectors again AND the PDRIVE table, as
expected.

So, basically, my question is whether this is a deviation or a
legitimate use of the DOS and, if this is the case, is there a rule
for precisely locating the PDRIVE table on a disk?

Are these dual boot disks - single AND double density boot on track 0?
