5320C NAS - Cluster Partner Won't Come Up

We have a NAS cluster with two 5320C heads.

About a month ago head 1 of the cluster crashed and head 2 did not
take over the load. Looking at box, the display on 2 showed 'QUIET'
and would not come online. We finally got head 1 back up, but when we
web in we always see head 1 - ALONE head 2 -QUIET. We can not get
the heads to show the NORMAL/NORMAL status as it did originally.

Looking thru the web pages under High Availability: Automatic Failover
is checked as is Enable Link Failover.

There are no errors that we can see in any of the log files.

Any ideas on where we can look for more info?
