I think I'd prefer OUT commands. The process of choosing colours is
external to the ROM, and it would be nice to have it handled by OUTs in a
similar way to the sound chip or the border colour. On the other hand,
using memory locations would make colour cycling easier (only slightly
easier though).

Oh, and it should be possible to change the palette while the screen is
being drawn, so that clever people can get more than the usual number of
colours on-screen at once. I like gimmicks :-)
