How determine when an event happens and log engine DB changes?!!!!!!!!!!!!!!!!!!!

Dear all,
I am trying on writting an application that automatically be notified
when
a SMS is sent or a call is established.
I have worked with log engine tools for example CLogClient and as I
understood
that it has a function NotifyChange but actually I do not know how I
should use it
and when forexample I call it with parameter input 1 second after one
second the program became close ....
I would be highly appreciated If somebody help me.....
