Apple Mail Attachments Problem (Is it just me?)

I'm running what I think is the latest Apple Mail version (1.3.9) under the
latest OS X version (10.3.8). There seems to be a problem (maybe two
problems) involving attachments. I'm not sure whether the problem is new or
I just didn't notice it earlier.

Symptom 1: I forwarded a message with an image attachment. The message
looks fine in the Sent box but the recipient did not get the attachment. (I
re-sent the message and attached a new copy of the image, and it worked
fine. I always click the Send Windows Friendly Attachments box, because
most people I send mail to have Windows computers and I haven't run into
problems sending attachments that way to people using Macs.)

Symptom 2: When someone sends me a forward of a forward of a forward of a
forward, with attachments (again images), I get as many copies of each image
as there are forwards. Ten pictures of cute puppies may be wonderful, but
four copies of each picture, coming via a dialup connection, is more than I
need. At first I thought the problem lay with one sender, but I have seen
this behavior with forwards from more than one sender. So the problem may
be in Apple Mail.

Is this a known problem, and (if so) do you suppose Apple is working on
fixing it?
