It's a pretty useless thing to run, AFAICT. That implies it's a useless
IRC requirement for the server you are accessing.
Mostly, yes. But we use it on a "trusted" internal network so we know
who IRC users are.

ident requirement is a very useful thing in fact.
Its mainly against bots/worms/viruses/spammers and people not having
rights to IRC on that machine.
Ask IRC operator guys, they will give you more detail.

ps: For security, even the "lets panic" Steve Gibson doesn't say
anything against it. Its a very , very simple standard with very simple
serving.
Don't remember how I found it originally. I installed it a long time
ago and when I needed a URL for posting here, I just opened the
prefpane to find out the author's first name and searched on that.
