I have OS X on 2 systems. I installed them as follows.
1) Install OS 9.2
2) Run software update multiple times until it says no more updates can
be found.
3) Install OS 10.0
4) Run software update multiple times until it says no more updates can
be found. (At this point I have OS X 10.0.4)
5) Install OS 10.1 update.

But then when I try to run software update, it says there are no updates
to be found. I cannot update to 10.1.5. I tried downloading the 10.1.5
update package myself, but when I ran it, it said I needed an updated
version of the package update program. So I downloaded that and when I
ran it, it wouldn't install to the HD (I couldn't select the HD icon.) I
know I have enough room on the HD to do the install... I've done this on
two different systems now with the same result.

Does anybody have a clue on what I should try next? I'm willing even to
do a complete re-install but there's no point unless someone can tell me
what I should do different this time.

Once 10.1 is installed, you have to run InstallerUpdate1.0 and
SecurityUpdate10-19-01. There is an order, but I don't remember which
has to go first. After that, you can run the MacOSXUpdateCombo.10.1.5.
and then Software updates as necessary.

Note: According to Apple's Knowledge Base (article 106713), this has
changed somewhat. After installing the 10.1 update, the next install is
Security Update 7-18-02 for v10.1, then Mac OS X Update 10.1.5. There
are inconsistencies in the article, but this looks like the correct
procedure.

The problem with the above (as I mentioned in my OP) is that when I run
InstallerUpdate1.0 I can't select the HD icon to install the update. As
long as I can't install the new installer, I can't install 10.1.5.

Do the Security Update first; it includes the Installer Update. After
the Security Update (note: Security Update 7-18-02 for v10.1), install
the 10.1.5 update.

I found my problem. I didn't realize there is a special security update
for 10.1. For some reason that update wasn't showing up when I ran
software update so I had to dl it manually. Once I installed that, I had
all kinds of updates show up in the software update panel.

Thanks to all.
