Photo landscape design on a MAC

I am a landscape designer and am looking for a good way to take photos
of yards and add trees, fences etc to the photo.The work will be done in
front of the client so it has to be easy, simple to use and reliable.

Requirments include the ability to resize the shrubs or change them as
necessary to create the wanted effect. Ability to make changes like
insert concrete, walls, etc. Something that keeps additions as objects
on top of the original photo. As I understand Photoshop the objects
placed on a photo are not movable after going on to something else. I
remember seeing a program addition that keeps additional graphics as
movable objects until printing.

Questions

Is this the best combination?
Is there something else I should look at?
Is there some one in the SF bay area that could help decide and help
with training. I am sure if I can decide on the right program I can find
help, what I need is help looking for the right set of tools.

I am planning on adding a low end 603e 180 - 200 megahertz computer,
have an existing scanner, and photoshop 2.5 at present. The work is not
so demanding that I need a faster computer just a prog with the right
features
