Does the behaviour change if you shut the Mac down when running on
battery vs power supply?
I'm wondering if it has somehow been set to automatically restart after
power failure, which isn't supposed to be an available setting on
notebook models, only desktop models, and the shutdown is being
misinterpreted as a power failure.
Since the problem is occurring at shutdown/startup, the only likely
source is the System Management Controller and its settings. Therefore I
suggest trying the following:
1. Reset the parameter RAM by holding down Command-Option-P-R while the
computer is starting up (at the point you hear the chime). Keep holding
them down until you hear a second chime, then release them. Once the
computer has started up, shut it down and see if it stays shut down now.
2. If that doesn't work, try resetting the System Management Controller.

This might be tricky as you need to shut down the computer. The forced
shutdown trick of holding down the power button might be necessary.
By the way, PhilipJones' suggestion in the parallel subthread is
completely on the wrong track - he thinks your problem is that Finder is
crashing and relaunching, when it is clear from your description that
the problem is actually that the computer is starting up again
immediately after you shut it down.
