First thing you should do is to upgrade your CPU and RAM to at least a K6-2 300
and 64Mb. Super7 CPUs are cheap and you can get a 450Mhz CPU for less than
$80.

For your current config, if you want to play games, get a Voodoo Banshee or just
a Voodoo2 if you don't want to waste your current video card.

As for DVD, nothing can help you. A 166MMX cpu is not going to play smooth DVD
unless a dedicated hardware decoder is present. Any ATI Rage 128-based card
will do you some good but don't bet on it unless you upgrade your CPU to at
least 233 Mhz.

S3 Savage 4 / Savage 2000 won't even accelerate DVD as well as an Xpert 99. So
forget those if you want to play DVD.

Voodoo3 or Voodoo2....

These are the best accelerators for slower PCs due to having less CPU
dependence. I personally would go for a Voodoo2, but a Voodoo3 looks
nicer...

If you have AGP slot get any TNT2, if you do not, get Voodoo3 2000 or
3000 PCI, they are the best PCI cards around.

PC100 SDRAM is pretty expensive nowadays...if you're upgrading the RAM,
you
might as well upgrade the motherboard, too. Iin which case I wouldn't
bother
with a Super7 platform at this point...either go straight to an Athlon
or
PentiumIII. The Athlon motherboards are still a bit shaky.

The Savage3D's hardware motion-compensation only works over AGP bus (I
disabled
AGP support using the DirectX Control Panel applet and no more
motion-compensation on my PC!) Does the Savage4 and Savage2000 have the
same
limitation? If so...

Not like you'd get smooth playback on a P166MMX anyway. The Savage2000
still
only has hardware motion-compenation (better than 3DFX Voodoo3/4/5 and
Matrox G400, though), which requires a P2-266 minimum for smooth
playback.
which is exactly what you said
