Home broadband router that manages client speeds?

Are there any routers that can display network utilization and manage it
on a client by client basis?

I currently use D-link routers, and I've tried Linksys and Belkin and
they are all very rudimentary in this featureset.

Hi,

Cisco routers can do that, using the NetFlow protocol to inform you
about utilization and QoS (Quality Of Service) to manage it according
to the administration needs.

Cisco meaning Linksys, or Cisco meaning Cisco?

The implementations of QoS that I've tried seemed to be rather
rudimentary so far. They don't let you out-and-out set a maximum speed
allocation per client.

Using the name Cisco, I mean Cisco. Not Linksys.

In order to setup QoS, you need something more advanced than basic
knowledge. Of course there's always AutoQoS that does the hardest
part, but you need experience as well.
QoS does not allocate speed per client. It allocates traffic per
group.

As stated originally, it's a home network, so no more than 5 or so.
