Fix for P4 boards?

Subject: Fix for P4 boards?
I've acquired ("No, don't throw 'em away. Maybe I can fix 'em")
three P4 system boards that all exhibit the same symptoms:
with a known-good CPU and known-good PSU the fans run but the
CPU stays cold. No activity at all, not even a beep complaining
about not having any memory.

Is there anything _simple_ I can look at? I'm not really
very competent at soldering.
