Hey all,
I was wondering how many people mod their games and if any one knew
where I could get good Oblivion Mods.

I don't see how you can play Oblivion *without* mods. Geographically the
place is smaller than what you saw in Morrowind, and the graphical
improvements were a tradeoff against fewer customization options and less
variety in the maps. I haven't downloaded any in a while, but my favorite
source was the Elric Melnibone site, which recently relocated to a child
domain of Gamespy. Not hard to find with your favorite search engine.

Your otherwise brief query leads me to believe that you might have
difficulty sorting through the large number of mods and mod sites, or that
you're looking for recommendations. If either of those things is true,
please post again with a more specific information request. You might also
have more luck in the alt.games.elder-scrolls newsgroup.

Surely it must be so, else why would ISPs refuse to carry it?

Lol I actually played it through twice without mods... wait, ok I did
use a mod, dammit! but it was a simple font reducer, that can't count!
