Refugees
The Peoples' Republic of China has commenced its campaign to liberate
the renegade province of Formosa and re-unite it with the mainland.
The campaign is nearly complete and has been highly successful.
However, several vessels are believed to have escaped and are
attempting to set up a new government-in-exile. The United States
suffers from virtual economic ruin and has stayed out of the conflict.
The Canadians have agreed to grant the rag-tag flotilla asylum, but
only if they can reach Canadian shores.
