Team Fortress, nobody allows spectating?

Do most or all servers disable spectating? Or maybe I have some other
setting wrong? When I click on "spectate" there are no servers
available "There are no games listed on the master server..."

If I'm going about trying to spectate the wrong way, then the
question is...

How do you spectate in Team Fortress?

Nevermind. I just joined a server as if to play, and then selected
"spectate".
