In "Features and Benefits" from that link [above], there is a note
about a feature described as "Flexible packaging", suggesting there is
"Separately orderable development tools for C/C++ on Linux (New) and
AIX, for COBOL on AIX, and for RPG and COBOL on i."
At the following link J Pluta suggests that an additional feature
code is required to obtain the "Tools for i" for RPG [and COBOL]:

I am not sure how that applies to the "Trial" version 8.0.3 from the
above.
Also in that prior noted message thread, there is reference to an
article claiming to provide "a good introduction to the whole Rational
product suite as it pertains to IBM i development"; note: I have not
