MS-DOS Cable Package Question

Hiya folks,

I've got a cable for my HP48SX to my Apple IIGS, and a friend would like
to purchase a cable for his MS-DOS.

I see two cable packages available:

One is a developer kit bundle, with software and a cable.. What exactly
does the software do? Does it act as a microEMACS or something like that,
or does it have a transfer program included with it?

Also, I see just a cable listed at Elek Tek, I'm guessing that's simply
a cable for the HP and nothing more?
