No this is not normal.
The fan motor rotates at full speed while the main motor is rotating and should
continue to ratate
for 30 seconds after the main motor stops.
It should also rotate at full speed, half speed, and then
stop during power on and the standby period.
There are only two components that could cause this.
There is the main circuit board and an intermediate board. Most likely the main
board is causing this problem.
Regretably it is probably not worth the cost or the labour to replace it.
Fans can intermittently fail but this cannot be the problem here partly because
of the exact period of running and stopping but mainly because the printer
would not work if the fan is not running when it shoud, in that case an error
condition will be indicated on the control panel of the printer.
