No, the usb port you use doesn't matter at all, indeed.

So, lets see

1) videocard , exchanged, is in
2) monitor is plugged to the videocard
3) keyboard and mouse are plugged to some usb ports on the back

... and you get that error. Is it correct ?

If so, maybe it's time to use the spare c8000.. single cpu to begin with, 
videocard and some ram...
