No. You burn the new EPROM with data you just read ie. you make an
exact copy of the original one. So if the original works, why wouldn't
the copy?

What probably is confusing you is the fact that the developers had to
encode the original BIN file in a way so that the cartridge could use
it.

If you have such a cartridge, just try to find out if indeed lines
have been swapped.
