brighting increasing contrast

I once used ConGo to brighten and / or increase a PC image from a
digital camera. I want to do the same with an existing .JPG image.
Will ConGo V5 do this? I can't even get the image into ConGo. If
ConGo can no longer do this, is there a PC image processor that will
do this? All I get from WINDOWS PAINT is how to brighten or increase
the contrast of the video monitor, not change the parameters of the
image file.

Photoscape is free and simple to use in editor mode.
It can adjust the contrast and brightness of a .jpeg
easily. Get it from http://www.photoscape.org

I DOWNLOADED something called GIMP. No matter, it works the way I had hopped. I asked the same question on the MICROSOFT site. Before I could ask the question, they made me sign up for MSN. I hope I never have to go to MICROSOFT again.
