IJG software (jpegtran, cjpeg, djpeg)

The IJG (Independent JPEG Group) recently (13 Jan 2013) released a
new version (version 9) of their software library. I have now
compiled their binaries using the Norcroft compiler and SharedCLib,
and the two file command line option. The binaries of most interest
will be jpegtran, cjpeg, and djpeg, which are used by a range of RISC
OS software. These versions should be dropin replacements for the
versions in some older RISC OS applications, and should give access
to some of the newer features of the IJG library such as smart
scaling, at least allowing apps to load images that have been 'smart
scaled'.

Applications tested with the new versions include !ChangeFSI,
!Variations, !JClean.
