Updated Background Control app for RISC OS 6

Over the Christmas break recently, I spent some time updating my RISC OS
background control application !BgrndCtrl, mainly due to a feature request,
but I also took the opportunity to add new support for improvements to the
RISC OS 6 Pinboard.

!BgrndCtrl is a random backdrop selector which can be configured with a list
of pictures to display and will choose one at random when a configured time
interval has passed. The application now ensures that it displays each
configured image before repeating itself (something which previously the
random selection might have done).

The program also now allows configuration of scaled (in addition to the old
stretched) backdrops and also both types of tiling supported by recent
versions of the OS.
