I appeal to somebody (in my country) for translating the ISO-C11 document for my country. it aims at share and not for sale, may i have the copyright of this?

You'll have to identify which country that is. Neither your name nor
your e-mail address makes it obvious. More accurately, you'll need to
identify the language you want it translated into.

The standard is filled with very precise tricky technical jargon -
you're not going to get a decent translation by automated methods, nor
even by using an ordinary human translator. You'll need the services of
someone who's an expert in both English and your native language, and
also a expert in C - such people typically charge a lot of money for
translation of a document this size. You might be lucky enough to find a
qualified person who's willing to do the work for free, but don't count
on it.

I guarantee that you can NOT have the copyright. It belongs to ISO, and
they're not going to sell it to you.
