I am looking mainly for a free speech (MP3 or even wav) to text tool.
If it can be programmed, please any hints
workin here on XP operating systems

MS Speech SDK:

Includes samples for creating Speech applications in Visual Basic.  The are
some components of the MS Speech included in WinXP but downloading the SDK
will give you all the documentation and sample code.
