SOFTWARE to manage users and servers?

Is there any software to keep track of users/people for instance in a
company department and the respective servers they can log in to?

Online based software would be preferred. But windows is also okay.

You mean, something independent from the system
which grants these rights?

E.g. on UNIX, you have /etc/nswitch.conf, the various
options /etc/passwd, nis, ldap, and then who and last...
Now, to manage these remotely, snmp...

Is that what you mean?

Yes, something independent. Web based software for example.
Currently, we manage users with an Excel sheet. It would be nice to
have it on a php interface instead.

I am sorry: I have nothing for you, beyond doubts.
By 'manage' here, you mean 'manage a representation'?
I.e. what you are looking for is a one-way interface?
The 'active' management would thus be the fact of
'managers' who, interpreting the representation,
would act in ways which escape the context.

I would name this CM, and not SCM.
I would consider the tool 'hardware', possibly
accidentally implemented in software.
This is indeed often the case with GUIs.
