ArcGIS 9.2 functionality question

Within our city, we use specific digit ranges for some of our streets,
which are totally off when compared to any public data. Thus, we have
to use our city street data to map accidents properly one point at a
time.

A few years back, we used Geomedia that had a Geocoding feature for
adding multiple addesses from an excel document. As we upgraded
Geomedia, that ability went away. I've been using batchgeo.com or
gpsvisualizer.com to create maps when the street digits are not in
conflict, but most of the time I have to plot each accident by hand.
The other day, I noticed that I had a copy of ArcGIS 9.2 that was
purchased in 2006 for a county wide project.

Does ArcGIS 9.2 have the ability to view my own city shapefile and
geocode multiple addesses from an excel sheet? If not, do you have
any suggestions, sort of spending money, that our city can't do for a
few years?

Sure, ArcGIS can Geocode Adresses.
Look in the toolbox.
