Looking for Open Source Redistributable data

Hello,

I am working on a project and I need to locate a set of data for South
America which contains polygons representing provincal areas for each
country. I have found data like this throughout the web, but the
catch here is that I need open source, legally redistributable data,
which has narrowed down my results to 0. Does anyone have any
suggestions on where I might be able to find a data source such as
this?
