Map tool for realtime plotting tracks/points via network

Hello,

I am looking for a map tool that is able to plot points or tracks that
are received via network. I have a small vehicle with a self-built
positioning system and I would like to have a real time tracking
software. Unfortunately I have not found anything on the web but I
cannot imagine that these kind of tools do not exist. What I need is:

A map tool (may be based on ArcGIS but does not have to) that simply
plots lat-lon-degree-points which are received from a TCP or UDP
server from a given IP/port. I (the server) could provide any format
(NMEA, etc.). The map should be of course scrollable and zoomable. And
it should be possible to provide a georeferenced map background image.

Do you have any ideas? Prefered is of course open source or freeware.
As I do not always have internet connection, a non-Google-Earth-
dependent software would be great.
